The Horizontal Infrastructure Governance Group (HIGG) report was prepared for the Minister supporting Greater Christchurch Regeneration and the Christchurch City Council, as a part of the completion of the horizontal infrastructure programme.
The report identifies key learnings from the horizontal infrastructure governance arrangements for the three public entities - Canterbury Earthquake Recovery Authority (Department of the Prime Minister and Cabinet from March 2016), New Zealand Transport Agency and the Christchurch City Council.

On 27 June 2013 a $4.8 billion cost-sharing deal between the Christchurch City Council and the Crown was announced. The agreement covered the rebuilding of Christchurch's earthquake-damaged infrastructure and key anchor projects in the central city.
The deal was a significant milestone, giving certainty to residents, developers, business and investors around funding and allowing the rebuild to ramp up.

Duncan Gibb was the founding General Manager of the Stronger Christchurch Infrastructure Rebuild Team (SCIRT) which was responsible for the massive task of repairing earthquake damaged horizontal infrastructure. In 2013, as the 10th Brunel International Lecturer, he presented the story of SCIRT. Gibb explains the innovative alliance structure, the imporantance of working together, and achieving outcomes which are best for communities.

The February 2011 Christchurch earthquake was a powerful natural event that severely damaged New Zealand's second-largest city.
The earthquake caused widespread damage across Christchurch, especially in the central city and eastern suburbs, with damage exacerbated by buildings and infrastructure already being weakened by the 4 September 2010 earthquake and its aftershocks.
City Care had about 400 staff working on the water and wastewater networks around the city during the emergency response phase.
