- Christchurch Liquefaction Study: Stage II

- The Christchurch liquefaction study was initiated to better determine liquefaction susceptibility in Christchurch city. It aimed to improve on earlier liquefaction susceptibility maps, which were based on soil type and distribution, by incorporating soil strength data into liquefaction analysis. This stage of the study included collating available geological and geotechnical data from Environment Canterbury and Christchurch City Council into a database, modelling liquefaction hazard and ground damage and presenting these as maps. The report contains many recommendations, which were taken up in subsequent stages of the study. (Note that the results of Stage 1 of the Christchurch liquefaction study were provided to Environment Canterbury as a letter rather than a report. This was a summary of work completed to 30 June 2001, including a review of geological and geotechnical data available within Environment Canterbury and Christchurch City Council records.)

It includes district-scale (1:250,000) active fault, ground shaking zone, liquefaction and landslide susceptibility maps. The report describes earthquake scenarios for a magnitude 7.0-7.3 earthquake on the Mt Hutt-Mt Peel Fault Zone and a magnitude 8 Alpine Fault earthquake. - Stage IV of the Christchurch liquefaction study updated the Stage II liquefaction hazard and ground damage maps with further data collected from other organisations, and included two additional maps indicating liquefaction sensitivity to groundwater levels. Stage IVa of the Christchurch liquefaction study used revised groundwater levels and adjustments to the liquefaction prediction algorithm. The outputs of the report were liquefaction hazard and ground damage maps for both average summer (low) and average winter (high) groundwater levels. The maps produced as part of Stage IVa of the report were subsequently included in an Environment Canterbury public education poster The Solid Facts on Christchurch Liquefaction which also contained information on how liquefaction occurs and what can be done to mitigate the liquefaction hazard. Stage IV of the Christchurch liquefaction study contained a number of recommendations to improve the liquefaction potential and ground damage maps for Christchurch. - This report describes the earthquake hazard in Selwyn district and gives details of historic earthquakes. It includes district-scale (1:250,000) active fault, ground shaking zone, liquefaction and landslide susceptibility maps. The report describes earthquake scenarios for a magnitude 7.0-7.3 earthquake on the Porters Pass-Amberley Fault Zone and a magnitude 8 Alpine Fault earthquake. Further investigations recommended included: 1. Further investigations of potential earthquake sources, including the Torlesse, Kowai and Esk Fault Zones. In general, individual fault studies are considered more appropriate to be undertaken as postgraduate research projects, or as projects in conjunction with research institutes, rather than as Environment Canterbury-commissioned projects. This provides much better value for money and opportunities for students. 2. Further investigations of potential areas of liquefaction. The authors acknowledge that the liquefaction potential in most of the district is low and further specific investigations are unlikely to be justified, except for site-specific investigations for key infrastructure near the coast. Further liquefaction studies were not undertaken. 3. Wider evaluation of general geological hazards that could affect Arthur’s Pass. An all-hazards vulnerability assessment of Arthur’s Pass township was undertaken as a University of Canterbury MSc thesis in 2007/08, which contributed to the knowledge of geological hazards in the Arthur’s Pass area. Environment Canterbury supported this project by providing information to the student, and a copy of the thesis was provided to Selwyn District Council staff in 2011. Environment Canterbury has provided funding in 2014/15 to undertake a more detailed landslide/rockfall investigation for Arthur’s Pass township, in consultation with Selwyn District Council. (This is not scheduled sooner due to higher priorities in other parts of the region, and the political requirement for a zero percent rates rise over the coming years.)
