On 27 June 2013 a $4.8 billion cost-sharing deal between the Christchurch City Council and the Crown was announced. The agreement covered the rebuilding of Christchurch's earthquake-damaged infrastructure and key anchor projects in the central city.
The deal was a significant milestone, giving certainty to residents, developers, business and investors around funding and allowing the rebuild to ramp up.

It included a spatial blueprint for the city which identified the location of seventeen government-backed anchor projects. Vero received 38,346 claims relating to the 2010 and 2011 Canterbury earthquakes, valued at around $5.4 billion. In 2015, the company released a report detailing its learnings from the earthquakes.
The report found that the more rapidly an insurance claim is paid, the more rapid the return to patterns of normal economic activity. While the tail of payments is expected to cease by 2021, the region's GDP will remain permanently higher as a result of prompt insurance payments.

One of the first of Christchurch's government-backed Anchor Projects to be completed was the new Bus Interchange. Construction on the site was a positive sign of progress at a time when the central city was still perceived by many as a 'demolition site. This video from 23 September 2014, shows the record-breaking concrete pour for the building's foundation slab. Approx 1,480m3of concrete was used in the pour which started at 3am and took approximately 9 hours.
